IMPORTANCE OF MEDIATION IN POST COLD WAR ERA

The issue of economic, political and security interaction among states and actors in this world is such that no conflict could be handled in isolation. It would require the positive involvement of outside powers. And the involvement of outside powers is called as mediation.

When the two political parties are having a conflict and are unable to resolve it bilaterally then they search for mediation, with the consent of both parties, to settle down the conflict. Mediation reduces tension and bringing the warring parties to negotiating table. While developing Confidence Building Measures between parties they try to take out the positive solution.

There are many types of mediation i.e. official, secret and open mediation, non-official secret and open mediation, direct and indirect mediation. Now we came to general importance of mediation i.e.

i. Mediation provides an opportunity for the lowering of tension and de-escalation of conflicts.

ii. Mediation can help understand the weakness and strengths of the warring states.

iii. Mediation helps in building blocks of confidence and removes mistrust and suspicion.

iv. Mediation may ensure smooth sailing of the peace process.

v. In the post cold war

In the post cold war era, no conflict, however serious could be managed or resolved without a role of third party. Now we throw some light on the importance of mediation with respect to conflict in post cold war era. Mediation played very important role in the conflict.

In the Madrid peace process launched in October 1991, the role of the third party mediation obtained global recognition. Another example of mediation is Tajikistan where the conflict was managed only through mediation. In order to prevent the escalation of the Tajik civil war, efforts for mediation were launched under the auspices of the UN, Organization for Security and Cooperation in Europe (OSCE) and European Union (EU). Apart from Iran, Pakistan, Turkey, Russia, China also played a very important role for resolving the Tajik issue.

We can also analyze the importance of mediation under the Kashmir dispute, which due to the absence of mediation has not yet been resolved because of the denial of India to accept mediation.

CONCLUSION

The presence of mediation in above-mentioned conflicts and absence of mediation in Kashmir conflict shows greater importance of mediation. In past, present and hopefully in future almost all conflicts will have search for mediation.

COMMENTS

One important thing is that mediation should be impartial i.e. in case of recent talks between Israel – Palestine, the mediator i.e. the U.S was taking side of Israel as result negotiation failed. Until and unless mediation is not impartial it is very difficult to resolve the issue.
