ROLE OF INGO'S IN REBUILDING AFGHANISTAN
BY: SYED SHER ABBAS*

The Afghan war is one of the longest wars in the history of modern West and South Asia. According to the UN estimate, one and half million people were killed and half million disabled, 70000 were left widows and orphans. Because of the Afghan war, millions of people had to migrate to neighboring countries, among them 3.5 million migrated to Pakistan.
Keeping in view the terribly deteriorated and harsh living conditions of Afghan people, many NGO’s realized to unite their efforts to rebuild Afghanistan. Like ICC, ORA, CARE, IRC, RADA, ARIC, ANCB, APWO, GAF, ADA, NPO, SCA, Afghan aid, CCA, GRSP, Kohi Noor, PRB, ATC Demining COAR, AGBAS, and many other NGOS and ICRCS are working collectively.
Afghan aid is focusing its efforts on assisting rural communities who has lacked the ability or means to secure their basic needs into the future. Basic needs include nutrition’s, food, adequate shelter and clothing, safe drinking water good health practices, sufficient fuel energy and recognition of personal worth. The Muslim NGO's come together in 1985 to establish a platform for the Islamic NGO's in the name of Islamic coordination council (ICC) for the betterment of humanity.
The council has successfully established close working relations with the UN and its specialized agencies to rebuild Afghanistan. The Islamic NGO's widened their activities by entering new fields like health and education. In the health field the Islamic NGOS entered with great enthusiasm. The health committee successfully shouldered the heavy burden of coordinating the health services in Afghanistan. All over Afghanistan, basic health units were established. The committee had worked in the general framework made by ICC to facilitate the voluntary return of refuges to their homes for that purpose following steps have taken viz:-
(i) Reconstruction of roads, hospitals and other buildings that were destroyed by the war.
(ii) In order to provide clean water, thousands of tube wells were dug.
(iii)Voluntary repatriation of refugees was made.
(iv)Development v)Mosque building.
CARE, Afghanistan exists to address the root cause of human suffering and poverty, and to advocate on behalf of the poor in Afghanistan. This is done through the objective enhancement of self-reliance, social and economic equity, sustainable resource bases, civil societies and efficient use of donor resources.
United States and the rest of the international community joined with the Afghan people in the in the process of rebuilding of that war devastated country. In this regard, all NGO's should provide assistance for the prosperous, democratic independent and peaceful nation that fully respects human rights. There is still much remains to be done in this regard. INGO's will have to work with the Afghan government so that the government in Kabul will not have to face difficulties for the rebuilding of Afghanistan.

Conclusion
INGO’s played an important role to create awareness through media and other diplomatic channel as well by practical efforts, and to a grater extant, they have succeeded to promote inter cultural and inter communal dialogue in Afghan society for the future of Afghanistan politics and we have seen first time in Afghan history that the democratic parliament is working and emerging gradually towards democratic culture. Large number of women have been given seats in parliament and the Afghan society now realized that the warlords and other worriers are not their beneficiaries. So that worriers many groups and jihadi culture is opposed by the civil society women and other human rights organizations.
So this is a good indicator for the rebuilding of Afghan society, because without the participation of masses, political democratic sustenance is not granted. So we can say that the role of INGO's is prerequisite for creating awareness and harmony and tolerance for Afghanistan’s future.
