HOW TO BUILD A RESEARCH CULTURE IN PAKISTAN?

INTRODUCTION

A nation cannot progress and prosper unless it is continuously engaged in objective research the multi-facet life1. No one can deny the importance of research in present circumstances in Pakistan. Because in Pakistan there exits tremendous scope of research. There are several challenging issues, which require in depth study and investigation. We really need a Research Culture to forward Pakistan with knowing the original problems and better solution. An effective society needs systematic planning and clear vision to forward with success and to give the perfect direction for a society in world. It is impossible to more with world without a Research Culture. Pakistan is lacking only of two things, one is "Researcher" and another is "Resources", this research paper is surrounding these two things.

If we have a Research Culture in Pakistan, the people of Pakistan will know their problems with a better solution. The real foreign policy (nation interest) will be designed. People could not be diverse from original issues to non-issues in society.

Meaning of Research Culture

The meaning of Research Culture is that such problems like corruption, problem of water sharing, economics crises (such as debt services), question of state security, distribution of resources and obligation etc. need to be resolved. The definition of problem is really the planning of the investigation, with an indication of the data techniques needed to answer the question raised.2 The meaning of Research Culture is also that each and every direction in Pakistani society must be biased on reason, rational, logical, pragmatic and science as an instrument of events and resolving problems. To develop a Research Culture, first we need to reform the infra structure of education in Pakistan.

The Need to Develop Research Culture in Pakistan

The basic commodities and education can build a Research Culture in Pakistan meaning the commodities for society is indirectly applied to Research Culture and education in society is directly applied to Research Culture.

Because until and unless people will not get commodities (such as bread, cloth, and home) they cannot be turned for getting education. There is no easy way we can succeed in the eradication of poverty if developing world is not part of knowledge creation, its dissemination to promote innovation. Higher education is a critical factor in making this possible and must be a part of any development strategy03. To develop a Research Culture in Pakistan it is necessary to increase education budget. Presently, in Pakistan the allocation of amount on education is 2.2 per cent of its GDP, Which is inadequate.

Strategies to build a Research Culture in Pakistan

To develop a Research Culture in Pakistan, as I said earlier that first we need to provide commodities in society and the education both these thing can develop a Research Culture in Pakistan together. So following are techniques to promote commodities in society and education.

    01) We need to aware society of their original problems and it is possible through media, both printed and electronic.

    02) To develop Pakistani society, we need employment and industries to provide commodities at society level.

    03) More amount should be spent on development sectors rather than non-developing sectors by Pakistani government.

    04) The meaning of research must be thought at school and college level.

    05) The general education should be limited to class eight and after it the professional education must be started05. It will develop interest in student to in investigation about his/her field in which student want specialization.

    06) Pakistan's government should make study free of cost at least till primary education and the professionals like professors, doctors, engineers, and scientist are not only to produce wealth and earn name. Government must involve them to determine a perfect direction for society and state in Pakistan06.

    07) The Iqra Bill of 1987 should be started again07.

    08) Accessibility of research material and education authenticy08.

    09) Habit to ask questions09.

    10) Put only two words in your mind "how and why", you can conquer the world of knowledge.

 

Basically a Research Culture is only the thing in which a researcher is responsible for developing a body of principles to explain the emerging phenomena adequately and, at the same time, must suggest practical guidelines to solve the immediate problems10.

Conclusion

We are lacking only one factor in case of Pakistan that is "Movement". It does not mean a political or any other movement, it is an essence movement that bring out what ever is in our mind and hearts.

To build a Research Culture in Pakistan is not so easy task. Media is not free and 55 percent literacy rate by 2003 and 70 percent by 201011, is not a good literacy rate. The land-lords do not want development in Pakistan, they want to capture all resources in their hands. There are un-trained teachers at school level. These all obstacles are led to the lacking of Research Culture in Pakistan. But the thing is that, that the education is only a key to build a Research Culture in Pakistan.
