           THE NEED OF CBMS IS MORE THAN A NECESSITY, AFTER THE KARGIL CRIS1S

            South-Asian region is unfortunate in a sense that the two major states India and Pakistan are involved in an old rivalry since the time of their independence i.e. 53 years ago.

            Now the rivalry between the two major states has become chronic. Both the states have not yet arrived at the peaceful settlement of their grievances created at the time of partition.  Both states have marked the history of two wars and many clashes including recent "KARGIL CRISIS," which were of no use but of great loss. Now the need of CBMs is more than a necessity especially after Kargil crises, because the situation has got worst.

           Due to wars and recent crises beside the states these are societies of both states, which suffered a lot. These were the people at large who suffered from Nuclear Explosions and these were the people who suffered from Kargil crises, which made the problem more complicated between India and Pakistan.

          Now the problem is no more of states only, it has become the problem of societies because the rivalry between the states is of no use but affecting badly the societies of both states. Societies on both sides are at their worst this time, lacking basic necessities; poverty, adversity and people living under poverty line can be seen easily.

        Some steps towards peace, which have been taken before by the two states, were fruitless, as they did not lead to any permanent settlement.  Now the common people on both sides have become aware of the use less rivalry and want to have a peaceful settlement of the problem. The debates at society's level for the peaceful solution of the conflict have been accelerating again. People are raising their voice and are urging that both states should come on the table to negotiate for the peaceful solution of the conflict.

          Beside this whole situation we have to consider the reasons for which negotiations or the process CBMs could not take its shape in between India and Pakistan.

· Kashmir is the major bone of contention between India and Pakistan. None of the party wants to give up Kashmir. They do not talk of its solution seriously because both the states do not want to lose the territory.

· Presence of extremist element on both sides, which have always ignited the issue.

  • Negative role of MEDIA in both states.

  • Prejudices among certain people of both states against each other.

  • Clash of interests of the two states.

  • Lack of trust.

And another major reason is that the problem of the two states severely lacks the sincere third party mediation.

These are the reasons/ problems which have exaggerated the issue between the two states the need of now is to vanish the above mentioned problems because adversity of the societies need peaceful policies for their survival and peace can only be achieved through CBMs.

After KARGIL CRISES one can learn only one lesson that the use of force cannot resolve the conflict. Thus the only viable option is to resolve the conflict through negotiations, which further lead to confidence building measures (CBMs).
